I have copied a section from my work OneNote into my personal OneNote. These sections include file attachments. What happens if I change workplaces and no longer have access to the work OneNote account. Are the file attachments in the sections I've copied over to my personal OneNote still accessible? Based on the screenshot shared, you inserted the document as an attachment because if you insert the document as Upload to OneDrive and insert a link , it will insert the link and preview of the document but not a Word doc icon.
So the inserted file as an attachment is a part of the Notebook page and it doesn't store in any other location and copying this Note or Section to different Notebook will not affect to open the inserted file.
